Need help FPS drops to 1FPS

Hi I really need help with my pc, and here is the specs of my pc:

Pentium 4 651 3.4GHZ
2GB 667MHZ DDR2
Diamond Radeon 5670 HD 1GB GDD5
1 250GB Serial Hard Drive ( my OS, games & my programs are installer)
Windows XP Home SP3
1 LG 1440 X 900 @ 75HZ ( is the resolution of my LCD I use for all my games)
All Latest drivers for my PC for all my hardware.

Ok here the problem, when I play any of my games. Also here is the games I have install:
Anno 1404
Anno 1404 Venice
Anno 1701 A.D.
Anno 1701 A.D. The Sunken Dragon
Anno 2070
18 Wheels of Steel American Long Haul
Call of Duty 4 Modern Warfare
Call of Duty 5 Worild at War
Simcity 5



Please help me since I can't play any of these games, since I play these games for like 5mins then the FPS goes from normal to 1FPS. Also these games are run at 1440X900 and the details is set to max. All the games I like gets the following FPS when playing:

Anno 1404 (looking at the water or the city I get 8FPS)
Anno 1404 Venice (looking at the water or the city I get 8FPS)
Anno 1701 A.D. (looking at the water or the city I get 20FPS)
Anno 1701 A.D. The Sunken Dragon (looking at the water or the city I get 20FPS)
Anno 2070 (looking at the warter or the city I get 20FPS)
18 Wheels of Steel American Long Haul (I should get 40FPS to 50FPS when I drive my truck but get 20FPS)
Call of Duty 4 Modern Warfare (I should get 30FPS to 40FPS but when I play I get 20FPS then the FPS goes to 1FPS)
Call of Duty 5 World at War (I should get 30FPS to 40FPS but when I play I get 20FPS then the FPS goes to 1FPS)
Simcity (I should get 20FPS when I build the city I get between 4FPS to 9FPS)
 
So you want to know what you should upgrade to get better fps? Or how to just increase fps period? Because you could just turn down the detail.
 
Yeah I know that I try that and same thing, and I was trying to play Call of Duty 4, and my FPS was 30FPS for a couple of seconds. Then it went from 30FPS to between 5FPS to 10FPS. So yes it was unplayble.
 
Well JC713 my system can handle only 2GB DDR2 Dual Channel 667MHZ, and the cpu upgade I could do but my system can handle a Core 2 duo max of Core 2 Duo E6700 2.66GHZ. Also yes COD 4 and 5 should run it not since my FPS jumps from 20FPS to 10FPS to 5FPS to even 1FPS.
 
If you can't afford an entire upgrade you should definately look into a 6700. I bet you could find one cheap on ebay and your ram is an issue as well. I use to play modern warfare on a 6700@3.4 and I remember having 4gb on xp 64
 
Dont buy computer parts from eBay, unless you really have to. But Linked is right, the 2GB of RAM is holding you back. It isnt necessarily the DDR2 aspect, but instead the amount (2GB).
 
Well I don't know yet since its a money issue, and so I will wait until I have some money to buy a pc.
 
Well, good luck. When you do upgrade your CPU and RAM, add Windows 7 in that upgrade. It is more optimized for modern games.
