Oblivion ~ key

The ~ key doesnt work on Oblivion, and I know why, but I dont know how to fix it. Any input would be great.

Well thats helpful but i still absolutely have no idea what to do. i'm in no way computer inclingned. I downloaded what i needed to but i have no idea how to put it into oblivion and idk about the whole ring idea.
