Overclcoked 4770K never throttles down

Hi, I followed a video on youtube to OC my CPU to 4.4GHZ. The thing is my CPU permanently runs at 4400mhz, I don't know if that's normal or now. I have an MSI GD56 GAMING.

These are the settings I was told to change:

Intel C-State enabled
C1E Support = enabled
Package C-State Limit = Auto
CPU Ratio Mode = Dynamic
Enhanced Turbo = Enabled
CPU Core Voltage Mode = Adaptive
CPU Ring Voltage Mode = Adaptive

Other settings that were change were just multipliers and voltages.

Is there anything I can change to get my CPU to throttle back when it's not being used?

As long as Turbo boost is on, it should throttle down to a clock speed of 3.5 GHz when not under heavy load. You can download this program from Intel to determine whether it is actually throttling down during idle.
