A surprising amount of money in the surveillance state, eh? Clearly, these valuations have nothing to do with a value proposition of catching criminals or "terrorists" more effectively. The money here is in corporate espionage and siphoning off all the potential future productive capacity of everyone, positioning yourself to be the "first mover" on everything. Have some dream of inventing something or starting an innovative small business? Think it'd be a good thing if your children, grandchildren, or great-grandchildren had such an equal opportunity? Forget it. Assuming "communicating with somebody about the product at some point" remains a practical requirement for implementing your vision, everything about it will be siphoned off from communications and interaction modeling, and marketed by those with wealth and their political crony partners. We're at Game Over stage for anyone not in "the club" already. Forever.
