PC locks when connecting printer via USB; Error reported: Dependent Assembly Microsoft.VC80.MFCLOC

When installing a new HP printer all goes well until the printer is connected to the PC
via USB - both the mouse and keyboard freeze. This is the same result as with a
previous Epson printer - although the Epson had been installed years ago and worked fine
until several months ago.

Compaq Presario OS is XP Pro SP3, 500 Gb HDD, 1.5 Gb ram.

Epson printer installs and runs fine on another Compaq Presario (XP Home SP-3), which is almost identical to the one where the install fails I.e., both have updated
Firefox, Adobe Flash, Java, MS .Net through Ver. 4. with all available service packs and
current updates from MS, etc.

Following errors reported in Event Viewer:

1. Dependent Assembly Microsoft.VC80.MFCLOC could not be found and Last Error was The
referenced assembly is not installed on your system.

2. Resolve Partial Assembly failed for Microsoft.VC80.MFCLOC. Reference error message: The
referenced assembly is not installed on your system.

3. Generate Activation Context failed for
C:\WINDOWS\WinSxS\x86_Microsoft.VC80.MFC_1fc8b3b9a1e18e3b_8.0.50727.762_x-ww_3bf8fa05\MFC80U.DLL.
Reference error message: The operation completed successfully.

4. Generate Activation Context failed for
C:\WINDOWS\WinSxS\x86_Microsoft.VC80.MFC_1fc8b3b9a1e18e3b_8.0.50727.762_x-ww_3bf8fa05\MFC80U.DLL.
Reference error message: The operation completed successfully.

5. Error code 0000001a, parameter1 00041785, parameter2 c0c00000, parameter3 81364b28,
parameter4 00000000.

Searching the net for solutions, some reported that installing Microsoft Visual C++ 2005
redistributable solved the same problem, see:

Installed Microsoft Visual C++ 2005 redistributable, rebooted - errors continue.

Am contemplating reinstalling the OS, although not clear that is the best thing to do or
whether it will resolve the problem.

Very much appreciate any and all assistance / comments for how to resolve this problem and
get the printer installed / operating properly.

Update: Installed Security Update for Microsoft Visual C++ 2005 Service Pack 1 Redistributable Package (KB2538242) and Security Update for Microsoft Visual C++ 2010 Service Pack 1 Redistributable Package (KB2565063).

After reboot, PC bluescreened when the printer's USB connection was plugged in.
