The PA Motor Vehicle Code Says.........

Meh.

I reckon that most celebs either get their way, or get the harsh end. They either get away totally scott free (or a slap on the wrist) or the maximum sentence as a role model.

In this case, PH probably got the opportunity to be a role model.

OJ Simpson did a bit of time as well, (waiting for trial), but I would hardly categorize it as an opportunity to be a role model.

Driving on a suspended license in my state (PA), and I suspect many others, is a MISDEMEANOR, not a summary offense as would a be ticket for going through a red light. That means it's an actual CRIME, punishable by I believe, up to 2 years in prison, (again in my home state). So, 22 days is merely an opportunity for unjustified publicity and further annoyance from a badly spoiled child. I've been under the impression that ignorance of the law was no excuse, yet Paris hired a publicist to say, "She really didn't know that driving on a suspended license was a crime". (So we should ignore it).
This obnoxious b****h has been pulling that nonsense since, "I didn't know the video camera was running, tee hee".
Law enforcement in LA seems to be predicated on whether or not the celebrity feels like having law enforcement applied to them.
And Paris like the narcissistic like the little piece of s*** that she is thinks (thought) that throwing a tantrum/crying spell/fake mental health episode, combined with a bribe to a sheriff should make nice with all concerned.
This is part, (albeit a very small part), of why I'd never make it as a judge in LA County, since I would have reinstated the original 45 days sentence, and enhanced it with contempt of court charges, then fired the sheriff, and had him jailed for contempt.
