'Poster edges' in premiere/vegas

Hi all. Is there a plug-in for Adobe Premiere or Sony Vegas that can achieve the same effect as the 'poster edges' filter in Photoshop? Or, alternatively, is there a way of importing the plugin from Photoshop? The result may be a little unpredictable, but poster edges looks awesome when applied to CG images, and I'd be interested in applying it to a CG film.

Looking as well. Any help would be great.
