Power control?

I have an desktop-ASUS M4A785TD-V Evo motherboard w/ 6GB 1600 memory.(Need more info ask) and I have Norton 360 v6 and it's Diagnostic Report tells me that the Power Control [2012/01/16]....Root\Legacy_{1BA31E5A-C098-42D8-8F88-3C9F78A2FDDC}\000 is not present or not working, or doesnt have all of it's drivers. Can someone tell me if this is the power control for the computer case or the power control in system???? And how do I correct the problem? Now what I'm guessing that the effects is when you click to restart or turn off the computer it doesn't turn off right away it takes a long time to shut-down.Sometimes I have to use the button on the case to shut it off to restart it!!!!

The Windows install is probably partially corrupt after a long time of downloading and browsing activity. Are there any yellow exclamation points in the device manager? I'm not a fan of anything Norton, because Norton can make things worse when computer slowdowns are noticed
