Problem Over clocking Amd sempron 2200+

Hey I am wondering how to over clock a Amd Sempron 2200+.I have searched on the internet to find out how but when I try it in my bios all the voltgage settings and cpu speed cant be changed and are all blue.Heres a video showing it http://www.naruto.co.nz/video_00004.mp4

and another issue is that I believe the frequency is capped at 199 mhz, so you might want to lower than and increase your multipliers. I havent read through the full article, but I believe there is a section to show whether or not your multipliers are perma locked @ http://fab51.com/index-e.html. Also, post if you know more info, but does anyone know if the pencil trick would work with unlocking multipliers here?
