The price of doing business in China. Buying in to the corruption of the government.
If I have to bet, I would say that Qualcomm is not all that innocent as you think. Most cultures (including Europe and US) are no stranger to kickback, which is illegal in most countries including China. It doesn't take much to imagine that big foreign corporations come in and buy off the decision makers to get an edge against local competitions.
