Screen display error

Hey at the top of my laptop screen there is yellow and green and black smudges and below are little blue lines scattered across my laptop its getting worse every day it seems

Does your laptop have a graphics card as opposed to onboard graphics?

Well if this then is a graphics card as opposed to onboard video your video card is displaying what is called artifacting. It is a major sign that either your a) card is dying or b) the fans have failed to cool your card appropriately.

what do you propose i do? if i completley restore the system will that do the trick?

If this laptop is still under warrenty I would definitely RMA and have them fix it. If it is indeed your graphics card that is going or the cooling fans failing no amount of restore will fix it.
