did chkdsk and seatools with no results ....I agree with a possible HDD error. Run chkdsk, SeaTools as mentioned. Also run Memtest to check your RAM.
done , didnt workRun>msconfig>Boot>Advanced Options> Check: Number of Processors> Set it max.

ehmm either I missed something or I m doing something wrong, I cant follow your stepsStart>Control Panel> Administrative tools>Local Security Policy>Administrative Templates>Network>BranchCache>Configure BranchCache for network files> Enable it and set it 20.
Yeah, the crappy thing about any DIAG tool, they're not always 100%. So, it could still be a problem But, it's just not catching it. Anyways, did you run a Memtest?did chkdsk and seatools with no results ....

Also, are you running any background applications that could be eating up resources? Background apps can cause all sorts of problems within a game or any process for that matter. For instance, Crysis 3 just doesn't like to launch without crash when I am running MSI afterburner in the background. But, as soon as I stop it, Crysis works with no issues.
did you clean install it? Download the latest and custom install it and check the "clean install" option.Yes I have noticed that if I enable vsync in every game the problem get fixed, if I dont , the logs I m getting from using gpu - z shows that my gpu load drops to 0 when the fps drop happens .... but this happens outside from games as well when I dont have the option of enabling the vsync. I tried both dells drivers and latest drivers ( currently have the latest that nvidia provides, I have as well updated the nvdias vbios)
Did you read what he said before? When he uses fraps the issue goes away... fraps would just make the GPU hotter. It is a driver issue most likelyNvm all this installation and driver stuff. First thing I would check is gpu and then the cpu temperatures. With that checked and if all is ok then open resource monitor and see whats taking up most cpu, hd, memory etc and see if its a small or significant amount of resources being used.
My money is on an overheating gpu.
No I`m sorry, I didn`t see that part. But I just have and though hes getting a constant fps with fraps, it could be because fraps is recording at 60fps and so will only show 60 fps. At least thats what mine just did when I tested it there 1 minute ago. I set fraps to record at 60 fps and even though the game is running 137fps it drops to 60fps when recording. I then set it at 30fps recording and it drops from 137fps to 30fps.Did you read what he said before? When he uses fraps the issue goes away... fraps would just make the GPU hotter. My advice is voluntary and meant to be helpful. If it`s not helpful to him then fair enough, at least I tried. Normally I charge people for fixing their pc`s. Here its for free.
Like I said..check gpu and cpu temps 1st. It wont take long to rule that out.
lol, I feel ya manNp m8.(y) I`m just going by how I would first look at things, though it is a harder process diagnosing from a distance.
My old man once had his stereo apart in a hundred pieces, in an attempt to fix it. Myself as a kid asked.."did you check the plug fuse 1st dad?". He wasn`t happy at my question but had a very red face when he found out that`s exactly what it was.
I've seen the mouse cause graphical issues before (USB specifically) and I've even see things as silly as a firewire cord plugged in with no device on the other end causing system hiccups. Can't say something is impossible, just improbable. I've even seen games not launch because there were no headphones or speakers plugged in... and with no visible error message at that!
