"The System has recovered..." message won't stop

I had the BSOD and did a system restore. Now I can't stop the message telling me that my system has recovered from a serious error and do I want to report it. If I select don't report" the message pops up again. If I report I connect to the internet, get some advice on stopping the BSOD and then when I close the message I get asked if I want to report the error again.

Please give me some feedback

First, can you boot into Safe Mode and, second, can you access your minidump files?
