Tinny distorted sound every couple mins

Hello there,

could somebody out there help me out with this problem?

Here's what I know:

every couple minutes my external speakers generate this harsh tinny static. the static varies in intensity but typically lasts for 2-6 seconds. Even with audio muted out this distortion still occurs, but at a much fainter volume. Switching to the on-board soundcard (SigmaTel?), this crackling seems to vanish. My speakers and external soundcard worked fine on a previous system (windows xp, if that is relevant).

What's the way to troubleshoot this? It's a persistent problem and hope to leave this fuzz behind me

Windows 7
Dell Precision Workstation 690
Intel Xeon CPU X5355

speakers (Yorkville YSM5) connected thru a Tascam US-122L

Do you have a cell phone around you when this occurs. if so try testing with the cell phone in another room or turned off.
 
Thanks for the idea. no luck with it. going to trouble shoot the sound card by trying out a different one today.
