Toshiba satellite c660 keyboard shift key not working

Shift key doesn't respond have uninstalled/reinstalled kb driver, swapped out keyboard and still same problem with shift key. updated bios.shift key works ok with usb keyboard or desktop keyboard. don't know if this is hardware or software issue.
