TROJAN VIRUS in my system files

I have recently picked up a virus (norton catagorizes it as a downloader). Problem is, the virus is found at C:\WINNT\SYSTEM32\IXP775.dll

Norton cannot touch the file, and even in safe mode my computer will not let me delete it, move it, rename it, or alter its contents.

How can I fix this problem???

Any help would be greatly appreciated,
