Please explain why the section 8 housing estates are overrun with kids.

Historically, the poor have always had more kids then the rich.

When you're poor there's not many free pleasures in life, even if you can't afford the consequences. Sex is one of those things.

Look at Africa.

I think more prosperity leads to lower birth rates, which in turn lead to population ageing and economies falling apart due to lack of workers and consumers, after which more poverty sets in, raising birth rates once more.
