What to prioritize?

I have tight budget of INR 20,000 or $300US.
I have to buy a new motherboard and processor and I am stuck between two choices:

1. Ryzen 5 3600 and MSI PRO VDH MAX motherboard (budget motherboard)
2. Ryzen 5 3500 and MSI B450 TOMAHAWK MAX (decent motherboard)

I don't plan on overclocking.

Please help.

Note: the TOMAHAWK motherboard is available for $150 in the country I live in.
 
The TOMAHAWK MAX is regular ATX size, the Pro is a compact M-ATX "mirco" board that has fewer PCI slots.

Both of these MSI's have 4 dimm slots for RAM, the max supported on the Tomahawk is 64GB, MSI's datasheet shows 128GB Max for the (smaller) PRO. MSI doubled the RAM capacity on the Pro version.
Both boards can use UDIMM, the TOMAHAWK supports the fastest memory (4700mhz) that's not helpful if you're not going to overclock it beyond Ryzen standards (3200mhz).

Other than the size and a few RGB connectors and lights on the Tomahawk, these two look like a tossup. I would buy the Tomahawk, the ATX size is easier to work with and the PCI slots would probably be occupied.
