FAT32 is a universal filesystem; it can be mounted on Macs, Linux, and all flavors
of Windows.

NTFS is a journaling filesystem, which makes it more robust.
It is the default, for all Windows Systems since Win/Nt
 
As implied in the prior 2 responses, you are going to need to explain some things. Such as the size drive/partition you are talking about, type of drive, expected use, and any other thing you can think of before getting an actual answer.
 
If by better you mean speed, in very few cases fat is a wee bit faster.
If by better you mean your data is more likely to be there after a crash you want ntfs.

If I can use ntfs I do it in all cases,

if u r not then go for ntfs, its equally good plus the security is much higher

Yes, and when he tries to use his NTFS-formatted flash drive on a Mac or a Linux machine or a DVD player or whatever, he is screwed.
