Which usb port is better?

Hello all,
i am looking to buy usb card in doing so I came across two, one is NEC D720101GJ USB 2.0 5+1-Port PCI Card, and the other is Belkin Hi-Speed USB 2.0 5-Port PCI Card, they both have the same amount of speed in downloading data 480bpi, unless i am missing something why is one (NEC) $7.50 and the other (BELKIN) $34.99.?

If anyone has a recommendation of any other usb card I would appreciate there suggestion.

The difference in price has nothing to do with speed. That is set by the USB version, USB 2.0. The difference in price likely is simple marketing. The cheaper one is being discontinued and it's on a firesale.
