Why core i7 10700k running at 4.7Ghz ?

My new pc (i7 10700k) is running at 4.7Ghz ,,, but it has a base frequenct of 3.6Ghz.. shouldn't it run lower than 4.7Ghz ,,(I only browse website and social media ,,, I don't play any game)
 
Modern CPUs will only drop down to their base clock frequency when there's no appreciable load and when various settings in the motherboard BIOS have been enabled - look for entries labelled C-states and SpeedStep. Switching all of these on will let the processor drop its clocks and voltages down, when idle.

That said, one can have a CPU running at 4.8 GHz all of the time but without any clock/voltage saving modes enabled, and not use more than 35W when idle - which is how I have my i7-9700K configured.
