I just unceched Tcp/ip and applied and rechecked and applied/ reboot
Unfortunately, while that used to work Windows 98, it does not work in XP. :)

You'll need to:
  • Click Start > Run
  • Type: cmd.exe
  • Press [Enter] or OK
  • Type the following at the command prompt:
    Code:
    netsh winsock reset
  • Restart

This should fix it, based on the symptoms you've described.
 
the DHCP assignment of IP addresses is performed on ports 67-68

make sure your NIC settings allow AUTOMATIC for both IP and DNS values

I tried the winsock fix.. did not work cannot get ip address on laptop via cat5 or wireless... gonna find drivers and redo
