Looks pretty much OK except GPU. Let's be honest here: $600 for 3060Ti makes no sense. Today's prices are ridiculous and since you are going to game on 1080p anyway, only wise option is to either buy used GPU until prices calm down (they will eventually) or get cheapest possible modern card as placeholder. Currently that happens to be Radeon 6500XT. Some people hate it but they are free to say better choice. Of course, GPU should be updated when prices calm down.

I realise gpu's are expensive atm but I don't think his parents want to purchase two graphics cards for him. That and he wants decent fps for that game..
