Apple TV

A friend gave me his apple tv which I did manage to get set up but when I get to the menu to watch Live TV, it says
"Note: Live TV programming subject to blackouts".
Yet I can watch it using my ipad/iphone on airplay. What is the difference??

My first post is incorrect. I'm able to watch cbsn live on apple tv but to watch my local cbs station is when it says "Note: Live TV programming subject to blackouts". .
Is it required to have my ISP username/password ?? Any other help would be appreciated TIA
