Asus Rog gl702zc crash on gpu memory clock boost

My previous post describes in detail but is now rendered unnecessary. Basically, after my asus rog strix gl702zc returned from the computer service dust clean and repaste, every time the GPU would boost the memory clock from the idle 300MHz to gaming 2000MHz (no overclock of anything whatsoever), the laptop would shut down. Idle gpu temps are 60-70C while CPU temps are 50-56C.
Specs:
Ryzen 5 1600
RX 580 4GB
8 GB RAM
Win 10x64
The problem started occuring after the repaste and dust clean.
This is what the laptop looked like when I opened it up a few days ago (away from civilization on holidays so no access to thermal paste)

If I put the laptop in battery save, the memory clock on gpu never goes beyond 300MHz and the laptop doesn't crash on GPU benchmark.
High performance -> GPU benchmark shuts down laptop after 1-2 sec of GPU running at 2000MHz

Tldr; GPU boosts to 2000MHz from idle 300MHz which causes a system shutdown. Event viewer only once showed a bugcheck 0x0000116 and 0x0000154. All other crash system shutdowns are typical critical system lost power or shut down unexpectadly.
