BIOS problem? Need help figure this out...

Good Morning,
I've never experience this problem before so I'm confused. The PC running windows 7 would not turn on untill I remove the battery and put it back it. This will cause to reset settings and also I would get a low battery warning..so I though if I change the battery it will resolve this problem but it didnt...I put in a new battery and still have to remove battery and then I can turn it on....I have reset bios to factory settings and I dont know what else to try....there are no BIOS software compatible with win7 so im kinda stuck.

can anyone help with this?

Might be a short on the main board. Or your bio may be corrupt
