Yes, flip-flops can and do eventually degrade, as do all CMOS circuitry. My 10E12 cycle figure (which is based on write switches, not reads) was for DRAM, which degrades at least an order of magnitude faster:

Yet you clumped them together. 10E12 must be extremely conservative even for DRAM. If DRAM is really that poor then it's many many orders worse than SRAM. You're not going to see flip-flops or SRAM wear out. CPU are built for them after all.
