I can do that. This is what I would recommend:
CPU: 2 x Intel Xeon E5-2630
Motherboard: ASUS Z9PE-D8 WS
RAM: 2 x Kingston ECC Registered RAM (4x4GB)
CPU Cooler: 2 x Corsair H80i Closed Loop Water Cooler
GPU: nVidia Quadro K4000
SSD: Samsung 840 Pro 512GB
HDD: x WD Caviar Black 1TB-2TB -- You need to chose how many HDDs you need. Photoshop uses a lot of memory for scratch drives, so you want a HDD dedicated to that. It is under your discretion how many HDDs you need.
PSU: Corsair HX 1050
DVD Drive: Lite-On DVD Drive
Case: Xigmatek Elysium Black - A bit overkill, but I am not really sure about what cases fit the wide WS motherboard I chose other than this case.

With 3 HDDs, the final price is about $4,350. This gives you plenty of room for expansion. Maybe you want to add another 840 Pro (dont RAID 0 them).

Do you need a Windows 7 subscription and peripherals (keyboard, mice, monitors)?
