the first screen i see says windows XP and has a blue bar going across.

Turn the computer on and watch the bottom of the screen very closely.

Try tapping F1, when computer starts.

I'm on a strange screen now, the top says : Phoenix - AwardBIOS CMOS Setup Utility

That's your BIOS.
Now, you have to look around and find "boot order".

I didn't find "boot order" but i did find :

Boot-time diagnostic screen
and
Boot Device Priority

Boot Device Priority
That's it.
Make sure, CD drive is listed first.
If not, adjust "boot priority", so it is.

The menu is split up in to sections I'm in the section that says boot, all this section has is those 2 options.

Using arrow keys, select "Boot Device Priority" and you should see this:

I don't know about all type of BIOS settings, as they differ.
You have to play around a little.

Try to select "CD-ROM Boot Priority" and see what options you have there.

It must be some option (possibly listed in right pane) to move a particular device, up, or down on the boot order list.
As I said, I can't know all BIOSes.
You have to look around....
