Cant Start up

Help me please .. my laptop Brand Nec is Wont start up.. and my laptop is not have a cd rom that is why I cant boot it,when I turn it on it said We apologize etc. just like below.. when I choose Start windows normaly It cause a Bluescreen and it turn it off again..
Somebody help me please
Im tired to make my laptop okey .
