Cant successfully boot up Vista

Ok here is my problem, I got home last night and decided to use my pc. I saw that it was turned off, apparently my little brother had turned it off for some reason.

So I turn it on and wait for my desktop to load but instead I get this white screen. Thats pretty much it. Booting into safe mode gives me a black screen.

I'm on Vista Basic 32 bit. Let me know if you guys need more info, I try to give as much as I can provide.

Boot from the Windows Vista installation cd and select repair computer. It will try to detect and fix any bootup type problems:
