Can't view webpage

I'm a end user trying to view a webpage, and when I try to view a certain webpage, I get this is a single file webpage.... I tried viewing this in opera, safari, IE 9, firefox, chrome, and etc...no such luck...Any suggestions on how I can get rid of this problem?

For some reason, this won't let me post the link saying its spam. This is what the website I'm trying to view is a .MHT file. and the website says:

Ok there has to be a link for it so copy the URL & go here http://downforeveryoneorjustme.com/
& paste it where you see google.com & then click the "or just me? link & it'll tell you if it is down or not.
Other than that, I have no idea.

This is the response I get:

"Huh? http://https doesn't look like a site on the interwho"

I also tried this on multiple workstations, and home PCs, and I get the same result.
