Change Language in windows

do i have to put freash windows sw
or
is there any other way

All that depend on which Windows you have actually. What windows are you using?

If Windows 7 you won't have to put a new windows installation.

You can change language in every windows version without having to reinstall ...... i think you just need to install the right language pack or download it from MS.
