Cheaper alternative tool to Topaz

I have numerous small photos and images to enlarge. The traditional online tool can not result in high-quality resulted images. They will get blurry after enlargement. After testing, I found Topaz has amazing software to do this. However, it is expensive. Do you have any free or cheaper online tool to enlarge images/photos without quality loss?

Have you tried Irfanview? Irfanview has batch conversion/rename tool. There are a several methods to select from that will give different outputs.
