Computer wont boot up after partial format

Please help, I ran windows 7 to format my computer, it started the format process, after some time nothing was happening so I ejected the CD then relised it was an upgrade cd, I then tried with my vista full installation cd but now nothing works. Computer starts and I can get in to the bios but other than that all I'm getting is a blank screen

No idea why you elected to format, but once you did, you must now do a complete install
