My workload includes using one system to record gameplay footage (from PC games), edit that footage, and render it. Currently my system contains an i3-6100 on a b350 motherboard, 8gb ddr4-2400 and an RX 480. I'm fine with my current graphics, so I would be upgrading cpu/maybe motherboard/ram.

As proven here:
Any cpu upgrade would be held back by my graphics, and as proven here:
Ryzen ram speed wouldn't affect me much (if at all).

Here are the upgrades that I would have in mind (Please keep in mind that I will be keeping my old pc parts):

#1 cpu: i7 7700
Mobo: MSI b150 PC mate (my current)
Additional 8gb of ram

#2 cpu: r5 1600
Mobo: (probably) MSI b350 gaming plus
Additional 8gb of ram

#3 cpu: i5 8400
Mobo: cheapest z370 that I can find (b360 comes out next year)
And of course, an additional 8gb of ram.

So you want to use the 7700"K" as the gaming PC and the R5 1600 or i5 8400 as the capture/streaming/render system utilising a Capture card am I correct?

IMO

Primary gaming PC
-8700k
-z370 board
-16gb 3000mhz Ram
-RX480 is fine

Capture/Stream/Render PC
-R7 1700
-Asrock Taichi x370
-32gb 3000mhz Ram
-Don't need a hectic Card just something to run monitors

I use an i7 7800x as my primary system and an i7 5820k a friend of mine uses a 5960x as primary and 6950x as Capture his processor is pinned at 100% on all cores during streaming the more cores you have the better quality the stream will be pretty much.

8 Cores will come in handy its the cheapest way to go about it if you were to go Intel on both systems it would cost a fortune.

I appreciate your advice on the subject, as you are very knowledgeable, but what I'm looking for is what the best upgrade for my pre-existing i3 system would be for editing/recording games on the same pc with an upgrade budget of roughly $400.

Go for the i7 7700 and additional 8gb of then mate its the best choice for you since you want to use your original board.
