Yes you can use windows 7 64bit but for the specs of the mobo I wouldn't bother if I were you.

A pentium 4 would not work on that motherboard its a via motherboard/cpu combo.
Check out that link in my last reply and look at the specs tab.
Since you want a core i3 depending on how much you can spend this should do the trick.

If you want a core i3 you can upgrade it next year stack on another 4gb of the same memory.
So you'll have plenty of room to upgrade, but that motherboard you want or may have.
Trying to upgrade that would be nearly impossible, talk it over with your family and see what you want to do.
Start out with buying the mobo first, earn up money, buy the cpu and lastly the memory.
