This happened when I sent a picture to a friends phone. I tried to edit out the personal info but can't so I will graphically try to explain it.
it shows a similiar image but instead of green, it shows RED & says Message Blocked

Your message to + 12345678998@emailname.ppp has been blocked. See technical info below for more info.

The response was;
550 permanent failure for one or more recipients (+12345678987@email.met; blocked
& below that it shows 2 boxes mime attachment in both.
Later the picture was sent successfully. ????

I think I remember similar when 'box' was full. Could be that your friend's account is 'full' or even over his monthly download limit or your domain is identified as source of spam.... but it wasn't you. Ask you friend to ask his mail domain vendor if it persists.

Increased allocation of space, updated cache, etc.

"550 permanent failure" is a server error of any kind. the admin likely was installing a change which failed and was quickly withdrawn.
