Dell monitor has no video, acts like bad capacitors but none look bad

I have a Dell monitor (I know...) that my mom brought home from her work. When you hit the power button, the screen flashes and power button comes on for maybe 1/2 or 1/4 a second, (A Flash) then tries again after ~ 1 sec. Sounds EXACTLY like bad capacitors, but I can't see any that are capped or look bad. I've fixed a few monitors using the capacitor method. Also looked at everything else and it all looks good, and all have good joints to board as far as I can tell.

I will get some new Batteries for my multimeter Tuesday, but everything short of using that I'm pretty sure I've checked / tried. So I figured it was about time to ask a forum.
