"Failed to create Direct 3D device"

I just installed Need for Speed The RUN,and when I try to open it I get "Failed to create D3D device of at least version 10.0 on adapter "NVIDIA GeForce GTS 250..."

I checked the directx and its fine! also I installed DirectX Software Development Kit

here are my computer specs.

the gts 250 support Dx 10, it wil ljust barely run the game, update the display driver from nvidia's site, or upgrade your card to a GTX 550ti for 130 bucks
