GPU Usage 40%

First off, my hardware:
Intel i7 7700
NVidia GTX 1080
16 GB Memory
Gigabyte Z270-Gaming K3
1TB magnetic drive

The problem:
GPU runs @40% resulting in very poor FPS in games like Dragon Quest XI and Final Fantasy XV. I used MSI Afterburner to test this. However, I tried Furmark benchmark and it does hit 97%, somehow.
Also, I don't know whether related or not, while booting up the system, the dark pre-BIOS screen lingers for 3-4 minutes.

What I have tried so far:
Checked the CPU using burn-in - clean.
Checked the storage using CrystalDiskMark - clean.
Checked CPU temp - max about 80° Celsius. I also renewed the thermal compound.

Please tell me if I can provide more info.
 
Neither DQXI nor FFXV are particularly well optimised for the PC platform, so the low fps you're getting may not be entirely due to your system or any particular issue.

If both of these articles, the CPU is a 4.8 GHz 8700K, and for many games, there's not a huge difference between that CPU and yours:

Going back to the TechPowerUp articles, you can see that at 1080p they were getting over 120 fps in DQXI and 70 fps in FFXV with a 1070. Now even if one assumes that part of these figures is due to using an overclock 8700K, you still have a reasonably valid reference point to compare to. So when you say "very poor FPS", the obvious question to ask is 'how poor'?

The GPU usage figures does suggest that something is amiss, so it's worth running through various checks: is vsync or Gsync enabled? Have you monitor clock speeds, power usage and temperature levels when testing with Afterburner? Is the GPU running at its rate clock speeds when playing those games?
