Heat sink fan not working

Hi my pc is working fine but it's too hot when I see my heatsink and fan the fan is not working when I spin with my finger it starts spinning and fan rpm is slow please reply

So cheap cooler that don't bother to try fixing it, buy new cooler. You can also buy new fan and attach it to heatsink.
