HP Mini Intel Atom issue (overheating)

So the HP MINI 110 that came free with verizon fios is overheating all the way up to 90 degrees C. Any suggestions on if the chip is bad? The fan is blowing at full and the process % is only a 2% and the temperatures are still climbing.

Those mini's are designed to use less power, so they shouldn't run that hot. Is the mini malfunctioning?
