HP X181 continuous startup at BIOS

hp x181 continuous restart after bios. ran primary and secondary harddrive test and tested memory. (all passed) i can load bios and run diagnostic test but when i leave bios it just restarts. have anyone heard of this?

Can you perform a "Factory Restore"?
