I have to turn my computer on and off 4 times for it to work

When I turn on my computer once, nothing will happen, my mouse, keyboard, nor monitor will turn on. However, after restarting it 4 times using the power button, it works. It's not a huge problem, but I would just like to know if anyone has a solution or a possible solution? Note: It has not always done this, but has been for the past couple months.

AMD A6-5400k Dual Core
Nvidia GTX 750 1GB ACX
750GB SEAGATE HD
FM2A75M-DGS ASRock motherboard
Windows 7 Ultimate
4GB Corsair RAM (Unknown clock speed)
 
How old is that box? There's an OLD issue called Stiction
where the hd head 'sticks' to the platter. Minute droplets of of bearing oil contributes to holding the head in-place.

Consequently, the hd doesn't spin-up and there's no boot. Don't remember if it's possible to access BIOS under this condition . . .
 
Stiction in hard drives hasn't really been an issue since the introduction of 51/4 hard drives that were first introduced in the late '70's. It is highly possible that the drive isn't spinning up every time, and a failing power supply can aggravate this symptom
