A discretely placed remotely controlled horn should do the trick, if you do a few of them it would take a while to figure things out. AND if youcould control the horn while not actually on the street it could last a long time, maybe watch it by camera.

That would be a much better way to pull it off although it would require some preparation and thought, which eliminates 90% of potential trolls.
