Inactive Infections blocking downloads

Yesterday my PC got really infected. Badly. I only have spybot installed and do use the windows defender. My attempts to remove the viruses are failing. The thing seems to replicate itself. Anyway I decided to download a few other programs to help me. Free antivirus programs seem to be the best choice, for now. But I can't download anything. IE simply tells me that " Your security settings do not allow file downloads" and FF does download, but immediately delets downloaded files. I don't know what to do. Any suggestions?

Do you have another computer, you can download some tools?
Do you have USB flash drive to transfer files form computer to computer?

I just used a live version of Ubuntu to download the files to an USB drive. Thanks
