When performance and time matters most, you bet they will.
The only problem is these 56 core chips are very unlikely to beat AMD's 64 core server parts in performance. Rome is going to have a significant bump up in AVX performance as well, which was one of the workloads they beat EPYC in.
Even if we did assume that an application was specifically optimized for use with the Intel architecture and didn't work as well on Zen, with a 400w power draw per chip you can bet they will think about optimizing for AMD pretty quickly. It will be a challenge to just cool those chips, let alone the added costs that result from it.
