Internet Explorer keeps popping up randomly with random websites? Help?

I don't know what the problem is with my computer. Internet Explorer keeps poping up randomly, i have my pop up blocker set to HIGH and it wont let me open links in another window unless i allow it but for some reason i keep getting these pop ups. I dont even have to be on the computer then i glance at it 10 minutes later and there is like two random internet explorer windows. If i get on it at the end of the day after not being on it all day there is atleast 20 windows! I dont know how to fix it. I use windows defender and i have been scanning my computer everyday and it is saying my computer is clean. Please help

If you are using Internet Explorer 7.0, or 8.0, you can remove them in Add and Remove.
Then defrag, and reboot, then reinstall. The problem usually goes away.
If you use Internet Exploerer 6.1, it may be time to defragment your drive, then reboot and install Internet Explorer 7.0 (if you can find it) or Internet Explorer 8.0.
