IP Changing Problem

Hi,

I want to change my IP address to another country (Europeen preferred) so that I can visit websites i've been banned from.

I visited what'smyip.com . When I go to cmd and type the command ipconfig\release I am told:
"The operation failed as no adaptor is in the state permissible for this operation"

I am the administrator, so what should I do?

By the way, since i'm new to the computer world, if this thread should be somewhere else please tell me where.
